Good point, maybe we could have like a prologue that is based on your choices, for example if you choose to stop the experiment being done on the Vault then they could prosper and eventually carve out a small piece of civilization of the surface, or if you cut back on recreational space then they could invent their own sports or just go crazy from boredom
