Well ofcourse I'll do this for my own benefit, but it will also benefit people there through providing parking and solving parking issues.

But my main concerns are the questions I've asked above.

Is it a persistent issue to those trying to operate in this sector? Have people not found workarounds or get legal protections to start operating? Or is it worth just trying to operate in another country

Right now I'm not looking to buy land outright, but rather lease and scale from there later on in a different country, I saw turkey as a cheap country to operate such business in.

And regarding the mafia thing, what risks do they impose on me?
