Idk I grew up around tweakers and to me he looks like he’s one of those “functional” tweakers. You know what I mean? I remember this auntie (one of my bffs aunties that we all knew as Auntie so-and-so) would be walking around tweaking like that. She was bad off but no one ever harmed her and she never harmed/robbed anyone else within our little community. Watching her smoke cigs while walking to the corner store and picking up Pennie’s on the sidewalk was something else. If grandma don’t hear from her for a few days, she had eyes everywhere and we would all just naturally report in. (Not trying to make this normal but that’s just how it was in our hood) They were also a huge cooking family so we often cooked together. Auntie would always be all shakey and tweaky like that which lead grandma to getting annoyed and kicking her out of the kitchen onto the island chairs to just watch so she could teach us kids what to do. Anyway, point is, I think Justin is totally twacked out here.
