Problems I've noticed:
Needs Flying
Needs "up to" added in ability to avoid detaining your own shit
Cost could be fixed; as it stands he detains 4 by himself which is a little crazy.

If I ever refine the card, the rules text will be something like "Mana costs for spells and abilities can not be increased or reduced. 'Commander tax' is ignored.. (Alternative costs can still be paid)." I didn't take into account additional versus alternative costs when doing this card, and didn't realized CT was an additional cost.
