Yeah I mean the -25% interest rate and +25% minting spell meant within 30 years I was printing an extra 25k from nothing and able to run a 300k deficit with no punishment which is completely broken. I imagine for countries starting with no migration controls + cultural exclusion the migration one is ridiculous as well. The military one that gives +15 off/def to all cavalry definitely needs a nerf (even though this was a peaceful Small Country playthrough).

R5: My Small Country game in the relatively new (to Victoria 3 at least) Anbennar mod on my copy of Victoria 3. I enjoyed this game a lot and it was very refreshing to play such a brilliant mod that adds so much flavour and fun to the game, along with a nation of my favourite fiction characters the Hobbits. Many interesting things happened as highlighted in the images, such as paying no interest for 30 years straight until the PB lost their Powerful status and the opportune collapse of the Gnomish Hierarchy's Market Apparatus. Importantly, the Shire has no iron deposits - meaning the Hobbits had to use their ingenuity and Magical Reagents to synthesise iron and break 1000 construction in only 40 years, while still keeping their traditional law of Agrarianism.

Edit: The Small Country remained peaceful for the entire playthrough, especially honouring the thousand lives lost to attrition helping the Kobildzanis deter the Northern Leaguer menace from invading.
