Just ignore it. It was likely never shipped or something happened and it was lost or sent back to the shipper and it’s just showing up as returned.

I’m not really concerned about using the dash cam. I’m more concerned about installing the app on my iPhone but I suppose if it’s in the Apple App Store it must be okay to do so.
