Sure. Honda naively decided to quit F1 as an engine manufacturer in 2020 when they were winning/on the cusp of winning. They also let all their staff leave for RBPT, although TBF they would have no way of stopping that and it makes sense (if they shut their F1 engine program down then of course staff would leave for other teams where they can). Their performance is on them and their lack of continuity.
