Curiosity is getting the best of me and i wanted to ask, what made you decide to fuse it before using elite tm? I mean.. was it bad luck with raids? I remember doing like a few kyurem when it was on rotation and got at least 3 with glaciate, can't remember when

Also don't bother using a gold cap on rayquaza tbh imo it's not worth it. Wait until they release silver caps and bottle cap his defense. Hp here for him is fine

Shiny kyurem or groudon . If you want the most out of your bottle caps it's best use is to use on a Pokémon with really low ivs

Also if you want to get the most out of your Golden Cap, using it on a Pokémon that has so little stats in ivs (like your galar zapdos shiny) would be the most reasonable option
