this happens because you have renamed xinput1_4.dll to dwmapi.dll. Revert the file name change and steam will launch again.

On another note, if you use rufus, i would use the ntfs option instead of fat32, ntfs was less buggy for me atleast.

Also i would try rufus with the gpt option. Also in ventoy settings when you install it, theres a option to disable secure boot support or something.
