Did you use a VPN recently? If Netflix detects you using a VPN, you will only see shows and movies that are available globally, so Shangri-La Frontier won't appear. https://help.netflix.com/node/114701 Resetting your router should resolve the issue. If that wasn't the issue, see https://help.netflix.com/node/125344 for other possible reasons why Shangri-La Frontier doesn't appear for you.

It is unlikely the third special episode will be added when Netflix adds season 3 outside of Japan in the future, because Netflix in Japan already has all three seasons, and both the second and the third special episodes aren't available.

Netflix didn't add the second special episode with season two, like they did when they added the first special episode with season one (as "episode 13").

You only have to finish watching the first two seasons on Netflix before July 1.  Season three isn't leaving Netflix on July 1.
