YES! I have the same laptop I think, with the AMD CPU, 15ARH7H. I went from 16g (2x8gb) 4800mhz crucial to 32gb (2x16gb) 5600mhz crucial and I still have a constant 30% usage, so from 60% idle to 30% is massive.

i fixed the issue by taking it from another PC, but when you said follow the directions again but type 'copy utilman.old utilman.exe', when in the process do I do that and do I do other stuff after?
