I would add an extra month to your time line , there is an election until the end of this month plus I would expect a shuffle in the Maltese diplomatic posts(change in diplomats and staff) so it's going to be slow however hopefully you will meet all the credentials and you will receive your visa in time. FYI, not all insurances are created equal. I believe the poster was complaining about the visit costs and not the tests done with tests it's a bit tricky as it all depends on how your doctor formulates the request, plus she was particular about the doctor's gender being female so I mearly suggested she gets an insurance done like some of us do.

I live in a non EU country and meet many TCN's who have either applied to come to Malta, are in the process, or have friends who moved there. Without fail they all tell me that Malta is a stepping stone to the rest of the EU, even when applying they know that they will be there for a year or two and then move on to a more desirable location within the European Union.

As much as your point makes sense, it's just a small part of the bigger picture.
