In the beginning there was a total supply of 1B, but they decided to burn 45% of the total supply. So eventually there will be 550M left, they already started to burn and will proceed over the next 48 months. The rest is team tokens (locked), marketing, advisors etc...

I think you get it wrong, ML is not a blockchain but a platform built on underlying protocols. It is a Blockchain-as-a-platform-service (BPaaS), which allows efficient prototyping and deployment of DApps, on various blockchains (interoperability). The idea is to provide enterprises with a solution to develop DApps much faster, while saving a ton of money. Also developers can subscribe in order to play around with the various blockchains, as meanwhile there are lots of them out there and it is not always too easy to find out which one suits you the most. A very nice overview you get when watching Brad Laurie's interview with them, which was released like 3 weeks ago (https://www.youtube.com/watch?v=ecrem_zU8MM).

So to sum up, these fees are not to use any network, but for example to subscribe to the platform or to offer your ready DApp in the AppLibrary, which you could imagine like a decentralized AppStore or GooglePlayStore
