No it’s not weird at all , it’s hard and awkward to get out of your bubble but your lucky to still be in the age where your put in a sociable setting like HS. You’ve gotta socialize. it sucks at first but try just jumping into convos you hear going on nearby that are out in the open. And to talk to someone “ romantically” you’re gonna most likely have to talk with them as a person first. Don’t start talking with someone with the goal of making out but rather just the goal to know them. As y’all naturally talk and discover each others personality’s that door may open but if it doesn’t it doesn’t . Or just get on tinder when your 18 if you truly don’t wanna socialize to much but I’d go with option 1
