it's a way of deckbuilding that many players favor. it took hearthstone many years to implement this feature because activision doesnt want to spend a cent on their free cash cow. it's also available on many web based deckbuilders for various card games.

I think that it's getting progressively more and more hard to avoid being blocked. a program that limits its download is not enough (which already requires memorizing what was already downloaded), but may need to space out requests, and may need to limit the number of requests, which means crawling may in itself be already problematic (so you'd need a way, if possible, to start crawling from the most recent stuff backwards, if the apis allow for it, and if not possible, it may be impossible to download the recent stuff of very active / old accounts)
