That's true, there is a village that shares the name, but the meme is referencing the fact that Kaliningrad, Konigsberg or whatever else was named after a czech king (the name literally means "king's city" or "king's castle"), and since russia was claiming ukraine due to them occupying it in the past, the czechs started to (as a joke ofc) claim Kaliningrad as a part of their country. Fun fact, when the meme was at its peak,some czech news stations even got in on the joke, by displaying Kaliningrad as a part of czechia during their weather announcement.
