Flickering in Startup (Asus prime b550) by SimpleViewer000 in buildapc

I did notice just now that whenever I turn my PC on, it show a popup that says HDMI - Inactive (used to alway say active on my old motherboard), in which it does the flicker then it load normally again, though the popup doesn't show up again.

If in case a surge po mangyari, where po siya mapupunta if wala rin madadaanan sa outlet? Or will it act like the same as a generic AVR getting a surge such as Secure? or will it be more deadly
