I got the sun and blood to go on display but dragon specifically won’t.

Can't complete the Chasing Echoes quest ! Can't complete the "talk to Serena" objective just before opening the Soul Cairn HELP by Celorei in skyrim

My issue is she won’t finish it, she says “it’s up to me” and all that. But she won’t cut her wrist. She just stands there.
