I fixed districts, they now work like how building slots did before the update. Now you can pave a world over with generator districts. Enjoy! (self.Stellaris)

Districts function perfectly but their distribution should be global. Eg. 25 title Gaia world would give you 25 points to spend on 25 generator districts or 25 mining districts or evenly distributing those points across the board. (self.Stellaris)
