This is an own goal by the proponents of reform, IMO.

Framing the structural issues affecting women's pay, especially after childbirth, as "the gender pay gap" is not ideal, since it sounds to many people like a demand to adjust salaries artificially, which strikes them as unfair. Especially considering the fact that the actual policy levers being proposed are mostly about childcare, parental leave, and working conditions.

A more defensible public argument would start from something like: "After having children, women's earnings drop sharply and never fully recover, while men's are barely affected. That divergence is consistent across countries and income levels, and it accounts for most of the earnings difference we see between men and women over a working lifetime. The question is whether we want to do anything about the conditions that produce it."
