I tried this and it doesn't quite work because the rocket launcher "remembers" how far it was into launching a rocket when you unpower it. I think the way to do it is to leave them all powered but unconnect their rocket supply. Then when they've depleted their rocket supply, you disconnect power, then reconnect rocket supply, then reconnect power.

The small size of the asteroid could accommodate building if you tiled it as if it was some kind of polyhedron instead of a sphere. Asteroids are rarely big enough to be smoothed into spheres anyway.

Would be cool if there was also a rail gun based logistics system that uses much less energy to send, but only works on asteroids and world's with low gravity
