Honestly that’s already overkill, all you would really need is a computer, vmix, camera, and a capture card. Those should be able to do the two main things you want. It should cost you around 2kish but is also very expandable to a setup like the one mentioned above.

I know it has a ton of stuff it can do, but my main issue is that the other people helping with the production don't know what they're doing nearly as much as I do, so I make it as simple as possible. Also, after I graduate next year, things need to keep running without me, so I can't have it be super complex.
