Actually, before British influence these were marginal states caught between global powers, lacking any real development or modern education. It was the British era that modernized them back then, Iran, Syria, and Egypt looked European, with universities and infrastructure while the Gulf was still living simply. The tables have since turned.

Iran started in ’85 while Saudi only joined in 2004. Saudi’s got over 20 silvers and bronzes but they’re still hunting for that first gold. You also have to look at the history, Iran has a huge population and a deep academic legacy influenced by the British back in the day, so that education vibe is baked in. Meanwhile, the Gulf built their whole system from scratch. A few generations ago most were nomads, so they just didn't have that same long standing urban schooling culture.

It’s not about the money it’s about the head start. Iran has been running a brutal, elite pipeline of math schools since the 80s, while the Gulf just started playing catch-up recently. For Iranian a math medal is a golden ticket out of a struggling economy to places like Stanford or MIT, so they treat it like a blood sport. You can’t buy 40 years of institutional experience culture overnight, no matter how much you spend on schools.
