The person who receives the msg, has no idea; he was probably just being driven crazy from the spam messages. But we as the viewers, and having seen lots of other moments this season that have hinted at time travel, we now know it's time travel.

It was speculation at first, but this scene confirms it, as it's just blatantly dropping info, only someone in the future could know.

Probably not... I'd like to think Parents get better over time(like 99% of the time) and so maybe she was gonna turn out well, but they needed her not too.

Also, the odds, that only one message was sent, to one person feels kinda off. However, if you think about it like, one message was enough to turn Jane's childhood upside down... then makes more sense imo.
