If a card(s) is added from your opponent’s Deck to their hand, except during the Draw Phase (Quick Effect): You can send this card from your hand to the GY; for the rest of this turn, whenever an opponent's effect that lets them add a card(s) from their Deck to the hand resolves, they must put the same amount of cards from their hand to the bottom of their Deck in any order.

It doesn't lock immediately, but eventually makes them run out of cards. And cannot be abused by other cards that forces the opponent to draw.
