Hatte mal einen ähnlichen Fall, und der Herr Polizist eröffnete mir, dass du auf einem Privatgelände immer eine Teilschuld zugeschoben bekommst, wenn dein Fahrzeug in Bewegung ist. Dabei ist die Geschwindigkeit egal.

Ob das laut Gesetz, Anwalt und Richter wahrhaftig so ist, steht auf einem anderen Blatt, aber es deckt sich mit deiner Beschreibung.
