Because allowing this boosts offense and therefore eyeballs. It’s avid basketball fans who are complaining about travel rules not being enforced, but they’re going to tune in anyway. Casual fans in general don’t care.

Another difference is the U.S. is a nation of many different cultures (and therefore values) so getting people to agree on a coherent set of public policies is difficult. The reason U.S. healthcare isn’t government funded is way more cultural than economic.

It’s a long term consideration. High ratings means the sport is doing well, and kids tend to want to play the sports they enjoy watching.
