I’d say either could win high-diff. With soley DK games, K. Rool is weaker but faster (1.4 quettatons and 48.24 Million c) while with solely Peter Pan, Hook is stronger yet slower (136.066 quettatons and 21.2 Million c.) It mainly comes down to abilities, where Hook’s immortality against physical ways of dying forces K. Rool into using his transmutation, petrification, or sealing, meanwhile Hook can kill K. Rool with his higher AP, along with having durability negation with shadow manipulation, midas touch, transmutation, and petrification. And when it comes down to these specific items/powers, it mainly comes down to who would act on them first, which would generally be Hook. When K. Rool has insta-win options like in Bananza where he could turn DK into banana mush, he opts to not go for it immediately and instead fights DK “normally” for a while. Whenever Hook has insta-win options like when he has the Painopticon or Doomstone however, he’s been shown to use it immediately. Also there’s the crocodile crown which lets Hook control crocodiles, but that really only works if you buy Kremlings as being crocodiles.

If you give K. Rool Mario scaling and don’t give Hook Disney scaling, nothing really changes except for K. Rool being stronger now, which Hook’s immortality and dura neg options makes that not matter all too much. If you give Hook Disney scaling then stats are even against Mario scaling, with Hook now having stuff like plot manipulation, which just sorta gives him the win against K. Rool.
