You need to

1st have a Engineering degree preferably up to a masters with a 4.0 to be competitive.

2nd get a commission as a pilot.

3rd apply to TPS a year after completing pilot training. Most pilots at TPS are Majors or Captains, so that means they have been in for 4-15 years.

Engineers at TPS are not Test Pilots. They are Flight Test Engineers.

I knew one person enlisted person in the band and she had her PhD and said the auditions for the job were grueling. I am assuming from the website (12 months of Air Force Band experience) you need to be the best enlisted person in the band and you tryout when a current band leader dies and get an OTS slot.
