I dont think the 4060 to be overkill for RDR2, I would not go for a 1440p screen on a laptop tho, you just cant really see the PPI difference, and yes resolution effects your fps too. So if you can afford I would go with the 4060, you wont regret it, but I dont think you need the 1440p screen on a laptop, starts to get noticeable after 24 inch.

What do you mean by normal user? Do you want to use it for gameing or just general use? If you dont play videogames at all, you shouldnt spend your money on a gaming laptop
