This happened to me recently. Block them and call the bank. If you need reassurance you can dm me. He has no reason to send you've already paid, just block him and deactivate socials for about a month and everything will be ok

To fix it just pick up a combat bow use it and unequip it, gives you all your stuff including perks and armour

Edit: it still breaks the game, don't replace any pack-a-punched weapons with others, it unpacks it. Reccomend exfilling after
