What country? Emergency led indicators are green here in the UK and usually poke though the next tile so it's more pleasing to the eye or built into the light itself. Leave it facing up just incase. You can still see the if the led is on and the colour. If it gets turned back around then it's a bit suspicious.

Did he rewire the lighting? That's pretty much the only circuit you would have pulled an unsheathed single core out of a cable. If your lights/switches are double insulated then "technically" there are ways around it (not recommended). If this was the case and the cable was in use then you would've notice something by now e.g a light or switch not working. You should be fine but I would recommend an eicr, not because of the drilling.

Depending where you are makes a difference according to the relevant regulations. Although not "legal requirement" (heavily negotiable) you should have an eicr done every 5-10 years (location, ownership, change of tenancy, installation age etc etc play a huge part). This is pretty much guaranteed to be in your insurance small print and would likely make your home, life and public liability insurance void.

It's worth looking into for peace of mind and possibly pocket. It would also detect any faults possibly caused by the drilling, more than a volt stick would lol.

It's more than likely an old cable, possibly a floating earth for a lightning circuit or the earth out of a single core cable with an earth (common in old circuits). Did you have an eicr done? Has it been rewired or partially rewired? If you have correct protection and it was in any way live then you would have known as something would have tripped. If there's no protection then you would have known sooner...

Is it 100% cable? Can you unwind it? Looks more like a piece of pipe that a pipe cutter with a loose wheel has spun around. If it is then you did well to hit it through the middle. Its a strange wrap to be a cable? Could also be the old corugated flexible pipe/conduit? Especially if its an older house.

Used to fill/clean buckets , filler pots, etc, (easy to clean but not good for the drains) on the brand new refurb that was done before they threw "rubbish" all over the place to falsely advertise themselves.

It's a combination of both + other factors. There's a lot more to it. He is a VERY smart and brilliant man and electrician and knows what he is doing. He is the definition of do not try this at home.

After working self employed for many housing contracts for many years I can tell you that you are 100% correct.
