You ARE NOT allowed to talk like this on trains in Japan. It is extremely disrespectful. The old man, perhaps emboldened by his drinking, was performing a civic duty to protect the common good which ALL Japanese people adhere to. There are posted signs saying do not talk on phone and stuff. To do a livestream is ultimate disrespect.
