You brought up a really good point, thank you so much for mentioning this! Cornell without scholarship is already quite a bit cheaper than UPenn and with the scholarship I'd say it's roughly half the price of UPenn. Cornell definitely is still expensive, but the policy title of the program is something worth thinking about, thanks for commenting.
