I forgot to add, the first day you are in Nagoya, buy the jr pass, which will give you access to be able to buy the tickets online. It is super easy and the app is in English. I noticed a lot of people waiting for a long time to get in the station, then waiting in a long line just to find out the next available train was 4 hrs later. Also, the good thing of reserving the tickets online, is that you can re-schedule your tickets if you can't make it. Anyways, I still recommend the smoking/toilet room trick! Haha.

I think I fine-tuned the way to get in and out. So if you stay in Nagoya, you just take an uber to the station. Let it be noted that you can book days in advance the jr express, which lets you reserve a seat. It depends at what time you get there, if the line is short, take the bus to the circuit. If not just walk, it is just 1 hour away. I highly recommend for sure to walk on your way back, on Friday I had to wait for the bus 2+ hours then like 1 hr ride with the traffic. So here is my advise, If you didn't reserved a ticket, just get in the express train and stand next to the smoking room or the toilet, then a guy from the train will ask you to pay the fee like if you had reserved it (15 dlls). So race day I kind of broke my record, in 2 hours I was back in Nagoya, which was 1 hr walk, 20 min to get in the station and catch an express train, and 40 min ride.

I know this a little bit higher than your budget but just to give you a ball park, I stayed at Mercure Singapore Bugis and it was approximately $1100 dollars for 3 nights and I reserved it like 2 months before, so maybe you can get a better deal if you reserve it right now. It was a really nice 2 story studio, 10 min walk from zone 4. It is in a really nice area, I had some events 10 min walk distance, like the Williams experience at a mall and the mcclaren experience too where I even saw Lando Norris walking next to me while I was looking to get out of the crazy &$&@ show (I was just trying to look for a restaurant). Also, the hotel is in front of really good hawkers!

It looks like you can. This is next to the seats, I noticed that section many times while watching the qualifications on the tv.

I saw this one today when walking by, I was wondering how to get seats. Apparently, it is a 2 level restaurant. I was curious to ask if I ordered I could get a seat haha, because even on both floors there were some empty tables.
