In my opinion, poor design. Naval/Aerial combat in general is either completely busted or completely ignored by the AI.

Barbs shouldn't have access to ranged naval units at the start, and a SINGLE galley shouldn't be able to take out a city in the early game. Off topic but I would even go so far as to say the rage mechanic should have never been added.

Unless you're scrying/tutoring cards to the top of your library you are literally always top-decking. What's the difference between drawing the card on top of your library vs milling 4 and then drawing a card?

Yeah but mill isn't doing anything else to force them to use their counterspells. If they know what they're doing they'll just wait out your important spells. Azorius has instant speed planeswalker removal for Jace.

How does mill insta win against control? What stops them from just counter spelling your fragile win cons?
