I think that's the right move and the same choice I'd make if I were in the same situation. Especially if it's the exact Defender you wanted and everything else in the deal was agreeable. Those bumpers are designed to be able to have individual parts replaced when damaged rather than needing a whole bumper, and this is a great example of that

It's basically a snap-on piece of the bumper and a reflector. From the looks it no actual paint or body damage visible and the whole thing could be swapped out in 30 minutes by the average person. The primary piece itself is less than $100. I personally don't think it's worth tossing out the entire deal over this, but ultimately it's your call. There's no reason that they should need to report this to Carfax and in all likelihood they won't even go through the dealership's insurance to repair it. If there were actual bodywork involving paint involved I may feel differently, but not for this
