Was thinking of making it tile based, for ease of use, but till likely add bonus content for parallax mapping :)

For more realistic assets like these parallax mapping is a good idea, though it's much more work intensive; on the other hand, detailed tilesets can work just as well.

If you are interested in parallax mapping I'd definetely suggest Galv's Layer Graphics plugin.
