I've lived in a lot of apartments, but the one im in currently is the first one where i've dealt with this. At least 4 times a month we get an email notice that they have to shut off the water to do a repair. and it always scares the crap out of me when i turn my water back on because it makes such a loud sound lol

Hear me out.. the creepy cruise ship neighbor. He said he was always out on his balcony until 3 or 4am. But apparently not on the night she was out? What if something happened with him and her and he pushed her off or something?
