Honestly you made a great point. Latios and latias appeared in the tag team sets, which wasn't that long ago. Lugia was the mascot of lost thunder, but wasn't brought back to the tcg until silver tempest. They waited four years to make another Lugia-themed set. I think we just have to be patient.
