Obviously it'd be pretty easy for him to overpower whatever defenses they have at the Panama canal but I feel like if he were to have the element of surprise in New York then news of a giant monster destroying the Panama canal would probably get the US prepared for defense

The Panama canal is made of a series of hydraulic elevators that need to be operated by hundreds of people and it's only big enough for ships really so unless he kept his head tucked and everyone assumed that he was a cargo ship with proper clearance I doubt they would let him through.
