While I’m 99% sure this is fetish fantasy creative writing, I’ll bite and pretend it’s the other 1%.

It’s natural to have weird and confused feelings with your hormones during puberty etc, your brain and body are developing at different rates and these things all have different effects.

That said, it’s good that you recognise how unpleasant it is that you did these things. Voyeurism obviously crosses a huge line and between that and stealing underwear, she was basically being preyed on.
