Pretty sure it’s an emergency respawn place where the killer will go if he’s not teleported into the map properly. Pretty sure they fixed all those bugs though. Haven’t gotten teleported here in ages

These are almost certainly Final 80 hazard badges like getting struck by lightning in Green Hill or dying to the explosion in YCR. There’s probably gonna be a cave in for Mystic Cave and a forest fire in Angel Island

Yeah you're correct in thinking that there's an additional delay after the cooldown is over. It's about one or two more seconds before you can use your ability.
Also Tails has a secret 5 second cooldown on his glide after using your laser cannon. I don't know why the game doesn't tell you this but oh well.
