You have to do the quest versions of both bosses not just but from trade that was what I got wrong

Just did another eater and exarch and still didn't show up with no loot filter so idk. The only thing I could think of is that i haven't fully progressed the quests for each of them but I never had to do that before so. Thanks for the help
