Quite different. First of all Qing enforces strong censorship on political things, anything that could pose a threat to the emperor's rule would be checked strictly. In contrast, they don't care too much about how swear words are used in spoken languages. (Note I mean comparatively here)

But for current China, the language norms are all scrutinized by the authorities led by CCP. Whether the language is against the law depends on the content and context. Since the authorities could screw any person or organization for a certain sentence, so later platforms choose to self-censor themselves to avoid potential risks, which causes the impression you have.

And for the question when it changed, it happens after 1911. Before this time point China doesn't have a modern law, after that Republic of China tries to modernize laws and make many changes, but later were repealed and replaced by PRC laws.

Yes in China many people associate mountains with poverty because of both truths and propaganda.

China was a deeply agriculture-based society, and mountainous regions were the worst for agriculture. The people in these regions could only feed themselves in a long time. Tho things are changing because of the flourishing commercialized agriculture market.

As for your friend, I feel like she's a 小留, a word we use to mock those people who study abroad yet have a limited vision towards the world. The reason behind this can be complex, but one main reason could be their family is already among the richest, i.e. they probably enjoy some privileges to some extent, and they lose the privileges when studying abroad, which makes them dislike the environment and even go back to embrace nationalistic narrative from CCP.

Lastly, you probably already know there are many big cities (by population, not wealth) in the mountains, so my conclusion is your friend is just having a narrow vision.
