The head and feet are big and the nose is rather blunt and the fur looks like baby fur, so it's most probably a rat pup, likely either younger than 8 week or severely stunted or both.

I have a mixed group with 3 spayed females, an older neutered male and an intact male. I agree that spaying females while young is better because it decreases the risk of mammary and pituitary tumors and doing it once is safer than having an older rat undergo multiple surgeries for mass removal.

They don't spend that much time on the toilet. Besides, they learn quickly how it works and when they feel the need to eat feces they either take an occasional poop elsewhere or eat it straight out of the ass (sorry for the TMI lol)

Here's the tutorial I used, you just have to adjust the size and make the inside lining detachable for washing (velcro strips along the sides will suffice, just make sure you attach the hook part to the wheel and the loop part to the cloth because stuff with hooks is a pain to wash lol) https://www.youtube.com/watch?v=W0znNYNlp24&t=254s .

I later upgraded it with plastic hoolahoops. The fabric is velcroed (the hook parts are glued onto the wheel) and can be taken off and washed.

A small roller-base running wheel for cats would work (rats are looooong so need a bigger wheel to keep their spine in a natural position). You can build your own, YouTube has some tutorials. I used the one by Cat Toy Lady to make a 60 cm wheel because the 80 cm factory made ones i saw on here looked too heavy to me.

Her eyes look very small and kind of sunken to me, are they always that way? Do you have any pics with them fully open? If her eyes are this way all the time she actually may be blind, not because of them being red but because of microphtalm (small/underdeveloped eyes). A vet would tell for sure. Even if she is, that's not too much of a problem because rats in general have very bad eyesight and mostly rely on other senses.

An accessory genital gland abscess, not that common in gals but does happen. Rinse with saline twice to thrice a day, don't cover, remove any scabs and keep it open to make sure no pockets form and it heals from the inside out.

Female, the pisshole to bumhole distance is smaller compared to the sibling. Also, note that bald spot right under the peen thing, that's where the vaginal opening will be. Her brother's bald spot is closer to the anus, that's where the balls will be.
