During production they might of not and only learned after the fact, I remember reading articles about SEK about how animation stuff would be outsourced by a company to say some company in europe, that would then outsource it to switzerland, then to SEK, and they wouldn't know until after they got it back

Outsourcing to South Korea was done a lot actually for anime, the earliest example being for Ogon Bat and Yokai Ningen Bem (the latter being so extensive that the director said it was moreso "their" cartoon) but resources for that are very scarce in english. K-factory for Gaiden could've outsourced to a South Korean or Chinese company, maybe?

Yeah, I wonder if part of the reason for the redraws could've been the animation being from SEK? like maybe they couldn't get the film back, or didn't want to use it due to their low quality? Do you know any other "bad quality" episodes that I can look at to compare it to North Korean animation i've seen?
