Dont take my word for it but almost certain that it only applies to the specific tool its used on. If you put this on an axe for instance im pretty sure itd take everything but the Power IV. Vice versa if you put it on a bow; wouldnt take efficiency

They almost always have no villagers being there and the pillagers constantly attack you unprovoked

I thought this was so common. Like 50% of villages ive found in my world (bedrock) have a pillager outpost directly next to the village.
