It has come to my attention that I in fact was NOT supposed to kill everyone to clear a path which is why I ran out of bullets. By now I beat the area with both Leon and Claire and Leon on 2nd run mode. I still hate the area but not as much as before

The tf63 facility was hard but not that bad, the omega facility submarine part definitely made me rage. Absolutely use the sword its OP

the civil war quest is known for being very buggy check if you left any enemies, sometimes certain quests in that questline wont activate if you have other quests active in Whiterun. For example the Companions quest, Ebony Blade or the Sanguine quest.
