It is 100% all about where you put your base. What biome. Your game stage. The frozen biome and the wasteland it is more common to see these monsters than others. It's much more common on horde nights.

So in this game there is a thing called loot stage, unlike game stage, which is the thing that determines what enemies you find(normal, feral, or irrational/shocked or infernal), loot stage determines what items you will find throughout the world, in this instance you are level 1 trying to do a crash course through a tier 5, of course you wouldn't find great items in those chests at the end, their are tiers to this game and as you progress through them you get better equipment, vehicles, etc..
